L-3 Communications (NYSE: LLL) announced today that Aviation
Communications and Surveillance Systems (ACSS), an L-3 Communications
& Thales Company, has met all of its development milestones on
schedule, since SafeRoute(TM) development was announced at the 2005
Paris Air Show, leading to the submittal of technical standard order
(TSO) documentation to the Federal Aviation Administration (FAA) last
Friday, June 15.
With TSO paperwork submitted, L-3 now looks forward to receiving
certification in the coming weeks for the first automatic dependent
surveillance-broadcast (ADS-B) product for commercial aviation. UPS
will begin fleetwide installation of SafeRoute beginning this summer.

ACSS, who, at the Paris Air Show in 2005, announced the SafeRoute
development program and UPS Airlines as the launch customer. "There
are not many avionics suppliers who say they will certify in a certain
time frame and actually do it. It's a credit to our great team at

partners who helped us bring this product to market on time."

-- Astronautics - Joint developer with L-3 of the Cockpit Display
of Traffic Information (CDTI) software
-- Boeing - Supplier of the Electronic Flight Bag (used to
display SafeRoute in the cockpit for UPS)
-- Gables Engineering - Developer of the ADS-B Guidance Display
(AGD) which interacts with the L-3 Surveillance Processor to
display SafeRoute information
-- Jeppesen - Provider of navigation and airport map database

the anticipated timeline for developing and implementing this

SafeRoute is a unique set of safety and efficiency software
solutions based on ADS-B technology. The system features two unique
functional areas: Surface Area Movement Management (SAMM) and Merging
& Spacing (M&S).
The SAMM application provides flight crews with an airport surface
map and tracks the movements of aircraft and other ground and airborne
traffic in the terminal area, and alerts crews of potential conflicts.
With more and more attention being paid to the issue of runway
incursion, business jet OEMs and operators are looking for solutions
to what the FAA has called its "number one safety concern." The SAMM
application within SafeRoute delivers enhanced situational awareness
by using aircraft onboard surveillance technology coupled with
squittered ADS-B information to display traffic on an airport map to
reduce the possibility of runway incursions.
The SafeRoute M&S function makes use of on-board aircraft
surveillance capability to provide flight deck spacing commands that
allow aircraft to follow one another at the safest, most efficient
interval possible from cruise altitude to the runway. M&S will ensure
more consistent aircraft spacing while increasing capacity within the
terminal airspace. M&S will also enable Continuous Descent Arrivals
(CDA), which will further increase efficiency.
"Successful trials with CDAs flown in 2004 show the potential to
achieve a 30 percent reduction in noise and a 34 percent reduction in
emissions," said Capt. Karen Lee, UPS Director of Flight Operations.
"We also expect significant fuel savings from keeping our planes at
higher altitudes longer and being able to get our planes on the ground
faster."
