Air Travelers Association Opposes Airport Slot Restrictions, Slot Auctions, and Congestion Pricing Proposals, as the New York Aviation Rulemaking Committee Concludes Its Proceedings

David Stempler, President of the Air Travelers Association, the airline passenger/consumer representative on the New York Aviation Rulemaking Committee to reduce aviation congestion and delay in the New York metropolitan area, today declared its opposition to several Bush Administration proposals, as the NY ARC came to a close yesterday. According to Stempler, "Proposals to limit airport operations (slots), slot auctions, and congestions pricing will only have bad results for passengers -- higher fares, fewer flights, or both. Airline passengers are not interested in reducing flight delays in exchange for significantly higher airfares and significantly fewer flight choices."

David Stempler continued that, "aviation delays are a political problem that the Administration is trying to deflect onto the airlines, but have airline passengers pay for. Over the past seven years, airline passengers have paid almost $100 Billion for the FAA air traffic control system and airport improvements. Now with their slot restrictions, slot auctions, and congestion pricing proposals, they are asking us to pay even more, in the form of higher airfares, and the increased costs associated with fewer flight choices."

Stempler continued, "The Air Travelers Association believes that the free market is the best way to solve aviation delay problems, and the Air Travelers Association opposes artificial constraints on the aviation system. We urge the Bush Administration to abandon any aviation delay reduction proposals that substantially increase airfares and substantially reduce airline service."

Stempler concluded, "The only way out of this aviation congestion and delay crisis, with its daily reports of near-misses and near collisions in the air and on the ground, is to immediately build and put into service, a new, safety-first, GPS-based, next generation air traffic control system ("NextGen"). The only way to accomplish that is to have the airlines, airports, passengers, and corporate and private aviation agree on a way to fund NextGen equitably. In the last meeting of the NY ARC, Stempler called for the convening of an aviation summit, led by a world-class mediator, to try to reach consensus on this equitable funding approach among the various aviation interests. When the aviation summit is successful, the entire aviation community can present a unified solution to the President and Congress so that implementation of NextGen can begin immediately".
