Suppliers from the other side of the world have had to face up to a new complex EU customs law since January 1, 2011. Transporters, or any other persons commissioned by them (importers or forwarders) have to make an advance declaration for all goods entering any point of European territory, whether by lorry, train, plane, boat, barge, etc.
Declarations which are incomplete or not made at all jam up the entire delivery chain and disrupt production, leading to unhappy customers and legal obligations, etc.
In every instance, the transporter is accountable for the information and will be held solely responsible by customs authorities for whatever he has on board.
As things stand in the customs union, even though the regulation is currently being transposed into national legislations, there are subtle differences in the practices of the 27 countries. This may complicate the declarations process.
