Roche Sustainment Excellence Award for demonstrating the most improved performance in fleet sustainment for fiscal year 2011 among the Air Force Material Command (AFMC).

The B-1 System Program Office at the Tinker Air Force Base Oklahoma City Air Logistics Center significantly increased the aircraft availability rate across the B-1 warfighter fleet by 10 percent over the previous fiscal year—creating the highest B-1 aircraft availability rate in the last four fiscal years. The largest of three air logistics centers within the AFMC, the Oklahoma City Air Logistics Center is the leader in providing depot maintenance for the B-1, B-52, E-3 and KC135 Air Force weapon systems.

Tinker Air Force Base engaged Simpler Consulting in 2009 to implement High Velocity Maintenance (HVM) to improve the aircraft availability of the B-1. With aircraft valued at $280 million each, it was critical for Tinker Air Force Base to increase aircraft availability in order to avoid the need to purchase additional aircraft.

HVM is the synchronization of maintenance processes on a fleet of aircraft and encompasses every aspect of maintenance, from knowing the aircraft condition prior to planned depot maintenance (PDM), ensuring all tasks are supportable, creating daily standard work and attaining a mechanic-centric focus so a mechanic does not need to leave working on an aircraft to search for tools or parts. HVM served as the roadmap for the more than 50 rapid improvement events (RIEs) Simpler Consulting led at Tinker Air Force Base.
