Experts Available to Discuss: Why does Fresno have thousands of job openings - and high unemployment?

A recent Washington Post article uses Fresno as an example of a phenomenon that economists are seeing these days in which job openings don't match the skills of many of the unemployed. Notes the article:
"This city [Fresno] is grappling with one of the most troubling contradictions of the new economy: Even as it has one of the nation's highest unemployment rates, it has thousands of job openings.
"The dilemma is becoming more common across the country as employers report increasing numbers of job openings. But many of those jobs are not a good fit for those who are out of work. "
Although this situation might seem ironic, it shouldn't be that surprising, according to economists. The recession has accelerated the decline of such industries as residential construction while jobs that require quite different skills, such as some of the health care positions still unfilled in Fresno, are on the rise. Also, the housing bubble created an artificially high number of construction and other housing-related jobs that drew in people who are now unemployed.
Even though some of the job openings in Fresno are in manufacturing, they require specialized training. One local filter manufacturer laments the lack of "well-qualified, smart people who want to work in an industrial environment."
While it's clear that training is needed to place these workers and fill those unfilled jobs, it's not simply a matter of providing a few classes. According to a report last year by Georgetown's workforce center, "In the coming years, the nation's workforce is going to need many more workers with college degrees and industry certifications."
